Think of insulation as a cocoon for the building against heat, cold and noise.
While ceilings and external walls are a must, also consider internal walls, between floors, under floor if specified, roof cavities abutting walls (such as a garage roof adjoining a wall of a house) and even skylight frames. Air vents to reduce heat buildup in the roof cavity are also recommended.
Then think of the appropriate R rating and type of material for each application. The general rule is for ceiling insulation to be higher than that for walls.
